For those tourism businesses which suffered from the massive earthquake and underwent a difficult operation period, the credit rating will not be lowered for the time being. Meanwhile, the credit term will be adjusted rationally.
%26middot;For those tourism projects attracting investment over RMB50 million, the land policy on major provincial projects will be adopted for contrast.
Yesterday (16th this month), the provincial government held a press conference and released the Opinion on Accelerating the Revitalization of Tourism Industry (hereinafter referred to as the Opinion). In the Opinion, twenty-seven policies were put forward to increase government input, strengthen taxation and credit support, perfect component policies, exercise the entity role of enterprises, develop competitive advantages, offer optimized public tourism services, etc.; five programs were adopted to attract powerful investment, make comprehensive plan of tourist routes, raise tourists' confidence, re-energize agriculture through tourism and advance tourism industry by improving quality, contributing significantly to speed up the development of tourism industry and efficiently promote domestic demand.
The above-mentioned 27 policies mainly include: making comprehensive use of industry fund for after-disaster reconstruction, specific assistance financial allocation for reconstruction and fund for New-Countryside construction to consolidate the development foundation of tourism with the current government financial support; deducting taxes and fees, strengthening credit support, providing finance guarantee services, supporting direct financing and revitalizing the market entities; improving land use guarantee, attracting investments, reducing operation cost and registering threshold, optimizing development environment for tourism; grasping the strategic opportunity, making innovation of tourism products and operation mechanism, improving enterprise organizational structure and promoting enterprise competitiveness; integrating marketing of tourism industry, offering soft prices uniformly among the tourism businesses, developing the competitive advantages of tourism industry in our province; playing the service role of government for enterprises and tourists and creating sound environment for the development of tourism industry.
Clear arrangements were made in the Opinion to attract tourists by competitive prices. Preferential ticket prices will be adopted by tourist attractions throughout our province; favorable prices will be applied to ropeways, sightseeing buses, entertainment facilities and other facilities within the tourist attractions accordingly; discounted prices of great market attractiveness will be practiced in some provincial popular tour routes including tour programs starting from Chengdu to Jiuzhaigou, Kangding, Xichang and Panzhihua; preferential prices will also be offered to tour groups by tourist attractions, star-rated hotels, travel agencies and other tourism businesses; during major international or national tourism promotional expositions each year, favorable prices, among other joint price-cutting measures covering relevant elements as eating, boarding, traveling, touring, purchasing and entertaining, will be applied to starring tour routes.
The principles of %26ldquo;market-oriented operation of business entities under government's lead%26rdquo; will be implemented throughout the course of tourism industry revitalization. Bring into full play the market role of tourism business entities and focus the administrative and economic policy resources on tourism industry entirely. Expand and intensify the policy support on tourism industry on the basis of previous support programs carried out against 64 leading tourism businesses through a series of policies on finance, taxation, land supply and fiscal policy as well as other relevant policies to offer guidance and preference.
