As Changhai is opening up to the outside, the strategic planning of constructing %26quot;Dalian Changshan Archipelago Resort%26quot;, will enable Changhai County to become a necessary complement and improvement to the industrial structure and function of Liaoning coastal economic zone and %26quot;Two Areas and One Zone%26quot; in Dalian, which will combine the new development of Changhai into the province's development pattern to create ecological islands with blue sky, green land, clear water for the future.
To achieve this goal, this year Changhai County will try its best to make an appropriate functional position for the Changshan Islands Tourism Resort, incorporate it into coastal economic zone of Liaoning and to list it as a provincial resort, so as to speed up the preparation of overall planning and conceptual planning. Changhai County will establish and complete an effective management mechanism for the development and construction of tourism products and manage well the construction of characteristic projects like Xiaochangshan Island International Sea Fishing Base, Dachangshan Island %26quot;people at sea%26quot;, Guanglu Island Moon Bay and Zhangzi Island Sands Plaza etc. Efforts will also be made to carry out promotions for marketing the island tourism brands to domestic and foreign markets, so as to improve the awareness and influence of Changhai travel.
To intensify infrastructure construction, particularly the island tourism infrastructure, is the foremost work for creating Changshan Islands Resort. According to the plan, Changhai County plans to heavily invest CNY 5B to complete the construction of water, electricity, roads, docks, airport and other infrastructures of the resort, so as to improve the overall function of the islands. This year, Changhai arranges a large number of new associated projects, of which there are 12 projects with more than CNY 10M investment, threewith more than CNY 100M. CNY 570M is invested to build the 1,770-meter long sea-crossing bridge between Dachangshan and Xiaochangshan, to bridge the two islands to create a %26quot;Distribution Center%26quot; with land and population more concentrated across the whole county. Nearly 130M CNY is invested to complete of the 66KV Guanglu - Xingshutun transmission and conversion project construction and 35KV Guanglu-Fangshen ring conversion grid project, so as to substantially increase electricity transmission capacity from the mainland to the island. Changhai County also focuses on enhancing cultural tourism. With a total investment of CNY 70M, it newly builds 3 large-scale multi-cultural and sports centers, not only to meet the growing cultural needs of the fishermen, but also expose tourists on the island to the island's unique cultural charm. Through the driving force of these big projects, Changhai is making a new round of economic and social development.
